How to understand inner-party democracy is an important basis for active and healthy inner-party politics.

The Sixth Plenary Session of the 18th CPC Central Committee comprehensively and profoundly expounded a series of issues such as fundamental compliance, key points, primary tasks, fundamental guarantees, important purposes, important contents, fundamental requirements, important foundations, organizational guarantees, important carriers, important means and important measures to strengthen and standardize the political life within the Party under the new situation. The focus of this paper is the further development of inner-party democracy.

On inner-party democracy, the Sixth Plenary Session of the 18th CPC Central Committee pointed out sharply: "Inner-party democracy is the life of the party and an important foundation for an active and healthy political life within the party. The decision-making, implementation, supervision and other work within the Party must implement the democratic principles and procedures determined by the Party rules of party constitution. No party organization or individual may suppress or undermine inner-party democracy. " Since the reform and opening up, our party has made unremitting exploration for the development of inner-party democracy, and has made rich theoretical achievements and important practical progress. However, it goes without saying that there are still some problems to be solved in the cultivation of inner-party democratic consciousness, the construction of inner-party democratic system and the improvement of inner-party democratic procedures. In the new situation, to further develop inner-party democracy, we must pay attention to solving the following three basic problems.

First of all, further enhancing the awareness of inner-party democracy is an important prerequisite for developing inner-party democracy. Therefore, we must resolutely eliminate the legacy of feudal political culture, strive to overcome the negative influence of power worship consciousness, feudal patriarchal ideology and the concept of valuing people over the rule of law, and strive to build a democratic political culture under the rule of law that conforms to China's national conditions and conforms to the trend of the times, so as to lay the necessary political and cultural foundation for further promoting the development of inner-party democracy. Second, we should seriously overcome the traditional thinking mode of one-sided emphasis on party members' obligations and organizational standards, constantly deepen and enhance the scientific understanding of party member's dominant position, and push the whole party, especially leading organs and leading cadres, to firmly establish the consciousness, enthusiasm and firmness of cultivating and developing party member's dominant consciousness. Third, speed up China's reform and opening up and the construction of socialist market economy, and strive to promote the endogenous and development of inner-party democratic consciousness. With the deepening of China's reform and opening up and market economy, and with the continuous progress of China's people's democratic construction and rule of law construction, it will certainly promote the great development of the inner-party democratic consciousness of the whole party.

Second, reforming and perfecting the inner-party democracy system is the key to developing inner-party democracy. To this end, it is necessary to improve the leadership system within the party, further rationalize the relationship between the party congress, the National Committee and the Standing Committee, try out and gradually promote the permanent system of the party congress, and improve and perfect the term system of representatives and the rules of procedure of the party congress. The second is to improve the inner-party election system, improve and innovate the candidate's brewing method, nomination system and differential election system, eradicate the unhealthy trend in selecting and employing people, and improve the relevant systems such as defining the term of office of cadres and putting an end to arbitrary deployment. Third, improve the decision-making system within the party, improve and perfect the system of soliciting opinions, consulting and argumentation, meeting discussion and collective decision-making, error correction and accountability, and cultivate and improve the decision-maker system. The fourth is to improve the inner-party supervision system, reform and improve the inner-party supervision and leadership system, and establish and improve the relevant systems such as the Standing Committee reporting to the National Committee and the Party Congress, the matching of leading cadres' performance appraisal with financial audit, the combination of superior inspections and organization inspections, and the combination of inner-party supervision and non-party supervision. Fifth, improve party member's rights protection system, broaden the channels for party member to participate in meetings and learn about inner-party affairs, unblock the channels for party member to participate in policy discussions and express opinions, clarify the procedures, channels and feedback mechanisms for party member to participate in policy discussions and express opinions, improve the system of reporting and letters and visits within the party, and create an atmosphere that encourages and protects party member to tell the truth.

Third, improve the procedure of inner-party democracy, which is a necessary condition for developing inner-party democracy. To this end, first, we must resolutely correct the wrong concept of emphasizing entity over procedure. Through extensive and in-depth publicity and education, every party member, especially leading cadres, clearly realized that the inner-party democratic procedure not only has the auxiliary significance of tools and means, but also has the independent value of ensuring the smooth development of inner-party democracy. Second, we should adhere to the three principles of openness, equality and authority. With regard to the principle of openness, it must be emphasized that inner-party openness is not only the disclosure of results, but also the disclosure of processes and reasons. With regard to the principle of equality, it is particularly important to note that when discussing and deciding inner-party affairs, especially important affairs, we must resolutely overcome the phenomenon of "arbitrariness". With regard to the principle of authority, the problem that needs to be solved particularly at present is that the so-called "exceptions" and "acquiescence" must never be allowed to bypass due process when dealing with inner-party affairs, especially major issues, major decisions and the appointment of important cadres. Third, strengthen the construction of inner-party democratic procedures from the aspects of the generation, authorization, exercise and supervision of inner-party power. From the current point of view, first, in the construction of democratic election procedures, it is necessary to gradually improve and perfect the nomination system for representatives of party congresses, and resolutely overcome the current phenomenon of differential elections becoming a mere formality; Second, in the process of democratic decision-making, we should pay close attention to solving five problems, that is, scientifically define the meaning of major issues, fully discuss them at statutory meetings, make a good report before the meeting, vote in accordance with democratic principles, and establish and improve the voting confidentiality system. Third, in the process of democratic supervision, it is necessary to establish and improve the system of soliciting opinions and timely feedback on inner-party affairs. party member regularly evaluates the members of the leading bodies of party organizations in its own departments and units, establishes a new dual leadership model with the discipline inspection commission at the next higher level as the mainstay and the leadership of the party committees at the same level as the supplement, innovates and improves the supervision procedures of the discipline inspection commission, and ensures the relative independence, authority and impartiality of the discipline inspection commission.
