The civilized behavior referred to in these regulations refers to the behavior of abiding by the provisions of laws and regulations, conforming to the requirements of socialist morality, embodying the core values of socialism, safeguarding the public order and morals, respecting the legitimate rights and freedoms of other people, and promoting the progress of social civilization. Article 3 The promotion of civilized behavior shall adhere to the principles of people-oriented, systematic promotion and combination of rewards and punishments, and establish and improve the working mechanism of unified leadership of the Party committee, organization and implementation by the government, division of responsibilities among all parties and active participation of the society, so as to realize the scientific, normalization and institutionalization of the promotion of civilized behavior. Article 4 city, county (city, district) people's government shall promote civilized behavior into the national economy and social development planning and annual plan, civilized behavior to promote the work of the necessary funds included in the same level of the financial budget.
Cities, counties (cities, districts) people's government departments, people's organizations and organizations with the management of public **** affairs in accordance with their respective responsibilities, **** with the promotion of civilized behavior. Article 5 the city, county (city, district) spiritual civilization construction steering committee to coordinate the promotion of civilized behavior within the jurisdiction, the establishment of a joint meeting system, a clear division of tasks of the member units, and coordinate the resolution of related major issues.
Spiritual civilization construction agencies in cities, counties (cities and districts) perform the following duties:

(3) to supervise and check the implementation of the work of civilized behavior promotion;
(4) to Regularly evaluating and informing about the work of civilized behavior promotion;
(e) Handling suggestions and complaints about the work of civilized behavior promotion;
(f) Other work of civilized behavior promotion. Article 6 The people's governments of townships and townships and street offices shall, in accordance with the requirements of the people's governments of cities and counties (cities and districts) and the spiritual civilization construction agencies, do a good job of promoting civilized behavior in their own jurisdictions.
Residence (village) committee shall strengthen the civilized behavior of publicity and guidance, according to the law to organize the formulation of residents' convention, village rules and regulations, civilized behavior related content of the agreement, and to assist the relevant units to carry out the work of promoting civilized behavior. Article 7 state organs, enterprises and institutions, social groups and other organizations shall implement, formulate industry standards of civilized behavior and industry civilized behavior norms and guidance measures, strengthen civilized behavior training, enhance the effectiveness of services, and establish a civilized image. Article 8 state employees, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference, public figures, educators, window service industry and civilized unit employees, should play an exemplary role in the promotion of civilized behavior.
The press, radio and television, the Internet and other media shall actively carry out civilized construction of publicity and public opinion supervision, to create an atmosphere of encouragement and promotion of civilized behavior in the whole society. Chapter II Basic Norms Article 9 citizens shall maintain public **** order, abide by the following behavioral norms:
(a) shopping and ticketing, waiting for services and access to all types of public **** lined up in order, without congestion, not crowded;
(b) civilized speech and behavior in public **** place, not bare chested, noisy;

(7) other provisions of laws and regulations. Article 10 Citizens shall actively participate in the patriotic hygiene movement, care for the environment, be hygienic, and abide by the following behavioral norms:
(1) wash their hands and clean up regularly, cover their mouths and noses when sneezing or coughing, and refrain from spitting and defecating;
(2) advocate a separate meal system, and use communal chopsticks and spoons when sharing a meal;
(3) participate in the reduction of garbage at source, and sort and dispose of domestic garbage in the designated locations;
(4) use a common utensil and a common spoon when sharing a meal. (d) comply with the ban on open burning of crop residues, high-pollution fuels, fireworks and open barbecues;
(e) prohibit smoking in indoor public ****places, public ****transportation and areas with no-smoking signs;
(f) prohibit carving, painting and writing on trees, floors, buildings and other public ****facilities. carving, graffiti and posting;
(7) other provisions of laws and regulations. Article 11 Citizens shall travel in a civilized manner and abide by the following behavioral norms:
(1) Driving a vehicle through the crosswalk to give way to pedestrians, slowing down on waterlogged road sections, not jostling against the traffic, not jamming the queue, not making or receiving hand-held phone calls, watching videos, not using lights and horns in violation of the law, not throwing objects out of the vehicle, and not riding on the sidewalks and blind alleys;
(2) parking vehicles in an orderly manner, not encroaching on sidewalks and blind alleys;
