Shiyan City civilized behavior promotion regulations

Chapter I General Provisions Article 1 In order to cultivate and practice socialist core values, regulate and guide the behavior of citizens, improve the quality of civilization and social civilization, according to the relevant laws and regulations, combined with the actual situation in the city, the formulation of these regulations. Article 2 These regulations shall apply to the promotion of civilized behavior within the administrative area of the city.

The civilized behavior referred to in these regulations refers to the behavior of abiding by the provisions of laws and regulations, conforming to the requirements of socialist morality, embodying the core values of socialism, safeguarding the public order and morals, respecting the legitimate rights and freedoms of other people, and promoting the progress of social civilization. Article 3 The promotion of civilized behavior shall adhere to the principles of people-oriented, systematic promotion and combination of rewards and punishments, and establish and improve the working mechanism of unified leadership of the Party committee, organization and implementation by the government, division of responsibilities among all parties and active participation of the society, so as to realize the scientific, normalization and institutionalization of the promotion of civilized behavior. Article 4 city, county (city, district) people's government shall promote civilized behavior into the national economy and social development planning and annual plan, civilized behavior to promote the work of the necessary funds included in the same level of the financial budget.

Article 6 The people's governments of townships and townships and street offices shall, in accordance with the requirements of the people's governments of cities and counties (cities and districts) and the spiritual civilization construction agencies, do a good job of promoting civilized behavior in their own jurisdictions.

(7) other provisions of laws and regulations. Article 10 Citizens shall actively participate in the patriotic hygiene movement, care for the environment, be hygienic, and abide by the following behavioral norms:

(1) wash their hands and clean up regularly, cover their mouths and noses when sneezing or coughing, and refrain from spitting and defecating;

(2) advocate a separate meal system, and use communal chopsticks and spoons when sharing a meal;

(3) participate in the reduction of garbage at source, and sort and dispose of domestic garbage in the designated locations;

(4) use a common utensil and a common spoon when sharing a meal. (d) comply with the ban on open burning of crop residues, high-pollution fuels, fireworks and open barbecues;

(e) prohibit smoking in indoor public ****places, public ****transportation and areas with no-smoking signs;

(f) prohibit carving, painting and writing on trees, floors, buildings and other public ****facilities. carving, graffiti and posting;

(7) other provisions of laws and regulations. Article 11 Citizens shall travel in a civilized manner and abide by the following behavioral norms:

(1) Driving a vehicle through the crosswalk to give way to pedestrians, slowing down on waterlogged road sections, not jostling against the traffic, not jamming the queue, not making or receiving hand-held phone calls, watching videos, not using lights and horns in violation of the law, not throwing objects out of the vehicle, and not riding on the sidewalks and blind alleys;

(2) parking vehicles in an orderly manner, not encroaching on sidewalks and blind alleys;
