According to the new situation and requirements, in order to form a more reasonable and effective market competition pattern and promote the healthy and coordinated development of the telecommunications industry, we should further deepen the reform of the telecommunications system, promote development through reform, enhance innovation ability, optimize resource allocation, improve competition structure and improve service level.
First, the necessity of deepening the reform of the telecommunications system. China's telecommunications industry has gone through a road of "reform in development and development in reform" from complete monopoly to introduction of competition, from integration of government and enterprise to separation of government and enterprise, and from two competitors to multiple competitors. 1994 marked by the establishment of China Unicom, the telecommunications industry broke the monopoly and introduced competition. With the rapid development of global mobile communication, the competition in the telecom market is becoming increasingly fierce, and the development of the industry is facing new opportunities and challenges. There are some new situations and problems in the competition pattern, resource allocation and development trend of China's telecom industry, especially the contradiction between the rapid growth of mobile services, the slow growth of fixed-line users and the low economic benefits is increasingly prominent, the development gap between enterprises is gradually widening, and the competition pattern is seriously unbalanced. In order to form a relatively balanced telecom competition pattern, enhance the ability of independent innovation, enhance the competitiveness of telecom enterprises and promote the coordinated and healthy development of the industry, we should make full use of the existing three second-generation mobile communication networks and fixed-line assets covering the whole country and deepen the reform of the telecom system.
Two. Guiding ideology, main principles and objectives of deepening the reform of telecommunications system The guiding ideology of deepening the reform of telecommunications system is: take the opportunity of developing the third generation mobile communication (hereinafter referred to as 3G), rationally allocate existing telecommunications network resources, realize full-service operation, and form a moderately healthy market competition pattern, which will not only prevent monopoly, but also avoid excessive competition and redundant construction.
The main principles of deepening the reform of the telecommunications system are: grasping a main line, adapting to the development trend of telecommunications technology and the needs of full-service operation, and promoting the sustained and healthy development of the telecommunications industry through deepening reform. Grasping two central links, one is to design the telecom competition framework scientifically and reasonably; The second is to adhere to independent innovation. Do three things well: first, promote the optimal allocation of resources, avoid redundant construction, and realize the preservation and appreciation of state-owned assets; Second, focus on cultivating world-class telecom enterprises with core competitiveness; The third is to maintain industry stability and ensure national information security and special communication guarantee. The fourth is to give consideration to the interests of all parties, not only to protect the interests of the state and enterprises, but also to safeguard the legitimate interests of consumers and domestic and foreign investors.
The main objectives of deepening the reform of the telecommunications system are: issuing three 3G licenses, supporting the formation of three market competitors with national network resources, relatively close strength and scale, full-service operation capability and strong competitiveness, further optimizing the allocation of telecommunications resources and improving the competition framework; Large-scale application of independent innovation achievements, continuous development of follow-up technologies, and significant improvement of independent innovation capability; The service capacity and level of the telecommunications industry have been further improved, the supervision system has been further strengthened, and the broad masses of the people have fully shared the fruits of the development and reform of the telecommunications industry.
Based on the current situation of the telecommunications industry, in order to achieve the above reform goals, China Telecom is encouraged to acquire China Unicom's CDMA network (including assets and users), China Unicom and China Netcom are merged, China Satcom's basic telecommunications business is merged into China Telecom, and China Tietong is merged into China Mobile.
Third, supporting policies and measures.
(1) Vigorously support independent innovation. (2) Strengthen the supervision of the telecommunications industry. In view of the new market structure after reorganization, necessary asymmetric control measures should be taken in a certain period of time to promote the balanced development of industry structure and establish and improve the corresponding supervision system. The communication industry management department will formulate stricter industry supervision policies, give economic penalties to enterprises, and give administrative penalties to those responsible for obstructing or destroying internet roaming in disguise. Encourage mobile communication operators to open roaming services between networks, and the roaming settlement price shall be set by the government. Gradually expand the independent pricing power of enterprises.
(3) Promoting the coordinated development of industries. Further promote telecom operators to establish and improve the modern enterprise system. Taking business integration as the breakthrough point, we will actively promote the integration of the three networks and encourage business cross-competition. Actively support the development of information services such as application software development and content provision. Guide Chinese and foreign telecom operators to give full play to their respective advantages, expand and strengthen cooperation in R&D and market development at home and abroad, and achieve mutual benefit and common development.
Fourth, the organization and implementation requirements
(1) Six basic telecom operators, namely China Telecom, China Netcom, China Mobile, China Unicom, China Satcom and China Tietong, are requested to carefully study their respective suggestions and opinions on deepening the reform of the telecom system according to the spirit of this circular, and form a formal plan as soon as possible and report it to the relevant departments. (2) The reform plan involves matters such as company reorganization, transfer of network assets, merger of listed companies, etc. , the implementation should follow international practice and abide by the operating rules of domestic and foreign capital markets.
(3) Reform and restructuring are combined with the issuance of 3G licenses, which will be issued after the completion of restructuring.
