Ministry of Education responds to artificial intelligence entering campus. Where is the AI empowerment boundary? Seven-day talks

This school season is more lively than before.

The introduction of face recognition technology into campus has caused many controversies. The Ministry of Education responded that the collection and use of information on minors should obtain the consent and authorization of guardians. On the eve of "China Charity Day", data released by the Ministry of Civil Affairs showed that in the first half of this year, more than 5.26 billion netizens participated in the donation, among which the post-90s generation participated the most. Research released by NASA shows that Arctic sea ice has disappeared more than 90% in the past 35 years. These news are confusing-advanced and cold technology, warm and friendly people's hearts, and precarious nature. Where will our future life go?

The key word to talk about on the 7th of this week is "the future".

Ministry of Education responds to face recognition technology into campus.

Recently, the classroom behavior of two students in China Pharmaceutical University was suspected to be analyzed by the monitoring system. On this screenshot circulated on the Internet, the facial micro-expressions and behaviors of two female college students were quantitatively classified: attending classes for 6 times, reading books for 8 times and sleeping for 0 times ... Some netizens questioned that the application of face recognition system in the classroom violated privacy and there was a risk of personal biometric data being leaked and abused after being collected.

In fact, the application of artificial intelligence in campus is nothing new. This technology has achieved more efficient education management to some extent by brushing face into campus, borrowing books by fingerprint recognition and preventing exams by face recognition. On the other hand, efficiency is not the only measure. When students' every move in class is monitored and analyzed by artificial intelligence, will it have an impact on students' mental health?

In this regard, the Ministry of Education held a press conference on September 5 to interpret the Opinions of the Ministry of Education and other eight departments on guiding and regulating the orderly and healthy development of mobile Internet applications in the field of education (hereinafter referred to as the Opinions). The document clearly stipulates that the purpose, method and scope of collecting and using personal information should be clearly stated and approved by users. The collection and use of minor information shall obtain the consent and authorization of the guardian. Do not force users to authorize in disguise by default, binding, stopping installation and use, collect personal information irrelevant to the services they provide, violate laws, regulations and user agreements, and disclose, illegally sell or illegally provide personal information to others.

Science and technology should play a role in promoting the application of educational scenes, rather than overriding human personality. The infiltration of artificial intelligence in campus needs boundaries and supervision. Of course, even if the supervision is in place, there is still a problem that cannot be ignored. When artificial intelligence is put into use or even become a standard in campuses in developed areas, can the infrastructure of schools in underdeveloped areas adapt to these tall technologies? If not, it may lead to a new situation of unbalanced educational resources. On the third anniversary of the Charity Law, the industry supervision has achieved remarkable results.

The Charity Law of the People's Republic of China (hereinafter referred to as the Charity Law) came into effect in September 2065438+2006, and it has been three years since then. Before the promulgation of Charity Law, China charity was caught in a storm of public opinion for many times. From the "Guo Meimei Incident" to the fact that Ran Yanyan's Angel Fund was suspected of making false accounts, and then to the "Yang Mi's fraudulent donation", the charity field in China needs to be standardized and supervised urgently.

However, the promulgation of this law can be called a good thing. After the Ministry of Civil Affairs took the lead in drafting in 2005, the progress was slow due to the great differences between the parties on the standards. Until June 201March, the charity law was included in the first category of the five-year legislative plan, which greatly accelerated the legislative process.

According to the "Significant Progress Report" issued by China Public Welfare Research Institute of Beijing Normal University after the implementation of the Charity Law, in the past three years, China's charity has made achievements in voluntary service, standardization of Internet donation and refinement of preferential tax policies.

At present, voluntary service in China has been institutionalized. The number of registered volunteers reached 654.38 billion, and there were more than 7,500 registered charitable organizations, with total net assets of about 654.38 billion yuan. There are 204 charitable trusts, and the trust contract scale is about 2.248 billion yuan, of which 57% charitable trusts aim at poverty alleviation and help them get rid of poverty in 2020.

2065438+February 2008, the National Development and Reform Commission, the People's Bank of China, the Ministry of Civil Affairs and other 40 departments jointly issued the Memorandum of Cooperation on Joint Incentives for Trustworthiness and Joint Punishment for Breach of Trust of Relevant Subjects in the Field of Charity Donation, which incorporated "fraudulent donation" and "fraudulent donation" into the personal credit information system.

The Ministry of Finance, State Taxation Administration of The People's Republic of China and Poverty Alleviation Office issued the Announcement on Pre-tax Deduction Policy for Corporate Donations for Poverty Alleviation to encourage enterprises to participate in poverty alleviation. The Individual Income Tax Law of People's Republic of China (PRC), which was revised in 20 18, also guarantees that individual charitable donations will receive tax incentives.

In the same year that the Charity Law was promulgated, China designated September 5th as "China Charity Day". Since then, major charitable organizations have launched "Charity Day" and "Charity Week" in early September. Among them, the Internet platform has gradually developed into an indispensable part of charity with its decentralized communication mechanism and social effects.

In the first half of 20 19, 20 Internet public fundraising information platforms designated by the Ministry of Civil Affairs received a total of 5.26 billion participants and received donations of more than/KLOC-0.8 billion yuan. After 90, it became the main force to participate in internet fundraising, and after 80, it contributed the most. With the maturity of China's charity mechanism, relying on the regulation and supervision of charity law, doing charity is likely to become a habit and a part of lifestyle. Arctic sea ice has decreased by more than 90% in 35 years.

On September 5th, NASA released the Arctic sea ice images from 198 4 to 20 19. According to satellite data, the sea ice covered by the Arctic has decreased by more than 90% in the past 35 years. 198 4, more than 3 million square kilometers in the arctic were covered by ice for more than 4 years, and now only 1 16000 square kilometers are left. Scientists Claire Parkinson and Nick DiGirolamo pointed out that since the late 1970s, the annual sea ice loss in the Arctic is equivalent to the area of three Beijing. This summer, the Arctic's thickest sea ice, the ice layer in northern Greenland, broke, and rare high temperatures above 30 degrees appeared in many places in the Arctic Circle. It is urgent to control climate warming.

The impact of the reduction of the Arctic ice sheet has recently led to the imbalance of the Arctic ecosystem, limiting the fishing areas of polar creatures such as polar bears and affecting the weather changes on all continents.

Although global warming has become a commonplace in environmental protection, the rapid increase of greenhouse effect in recent years has caught countries off guard. This summer, the temperature in Europe continued to be extremely high, and the temperature in many countries broke historical records. At least seven people died of high temperature in the last week of June.

The continuous global temperature makes the ground in Siberia and Alaska dry, and under the action of wind, many forest and wilderness fires have been triggered. According to the statistics of the World Meteorological Organization, the affected area is equivalent to 654.38 million football fields, which is unprecedented in history.

The direct impact of climate warming on human beings is not just heat. According to the prediction of National Geographic magazine, after all the glaciers melt, the global sea level will rise by 65 meters, and the face of the earth will be completely changed. The Netherlands will become the first country in Europe to disappear, the coast of China and the east coast of the United States will be completely submerged, and the prosperity of London, Peking and Shanghai will be destroyed.

The cause and effect of nature are interlinked, and the circulation of air and ocean currents makes the climate in different places influence each other. If the temperature imbalance cannot be effectively curbed, the natural "revenge" on human beings will intensify.
